	NOTE FIG. 2: The percentage of teachers with direct (non-modem) Internet connections (and the particular teachers so ascribed) had to be imputed from survey data, since the question about direct access itself proved to be ambiguous. The question had been phrased in terms of "high speed access," which was contrasted to "modem access," but apparently many teachers regarded their modem access as "high-speed."
